SyncColliderTransform is taking an extended amount of time while a Collider is being animated

How to reproduce:

1. Open attached project
2. Play the included scene
3. Check the Profiler
- Note the extended amount of time for SyncColliderTransform, but only while the colliders are animated

  1. Resolution Note (2019.2.X):

    Over time, only the simulation costs are left here, they are crazy but there's over 200k colliders here all of which need to be put through a broadphase.
