[StretchedBillboard] Particles with zero speed aren't drawn
Reproductions steps:
1. Open attached project
2. Open scene main
3. Select the Particle System in the Hierarchy to start it simulating. (Notice there are no visible particles)
4. Change the start speed to 1. (Notice there are now visible particles)
Workaround: Change the speed to a very low value (e.g 0.0035).
Note: If the speed value is set to 0.001 particles aren't drawn.
