Static predicted ghosts fail to reconcile when a client-only misprediction occurs
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/Issue1.unity” Scene
3. Enter the Play Mode
4. Observe the Game view
Expected result: Top row changes to white and stays white
Actual result: Top row flickers back to white but stays black
Reproducible with: 1.9.2 (6000.0.63f1), 1.10.0 (6000.3.0f1)
Reproducible on:
Play Mode
Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
