Standalone Server Build shows a blank window when vSyncCount is changed
A blank window appears on Windows Standalone "Server Build" whenever 'QualitySettings.vSyncCount' is changed to a different value through a script.
How to reproduce:
1. Open SampleScene from the attached project
2. Click File->Build Settings..., ensure that "Server Build" option is ticked, then click "Build and Run"
3. Inspect windows that appear
Expected result: Only a console window appears
Actual result: Console and a blank window appear
Reproducible with: 2018.4.10f1, 2018.4.15f1, 2019.2.6f1, 2019.2.19f1, 2019.3.0b4, 2020.1.0a4, 2020.1.0a5
Not reproducible with: 2018.4.9f1, 2019.2.0a1, 2019.2.5f1, 2019.3.0a1, 2019.3.0b3, 2020.1.0a1, 2020.1.0a3
Could not test with: 2017.4 - feature not supported
