SSAO is enabled by default when using URP template for a new project
How to reproduce:
1. Create a new project with a 3D (URP) template
2. Select Assets/Settings/URP-Balanced-Renderer.asset
Expected results: SSAO is not enabled in the Inspector window
Actual results: SSAO is enabled in the Inspector window
Reproducible with: 2021.3.10f1, 2022.1.15f1, 2022.2.0b8, 2023.1.0a8
Could not test with: 2020.3.39f1 (different URP settings)
Reproducible on: Windows 10

This is killing performance for mobile devices, and many people are having issues with it because of it. I have seen multiple people asking for help when SSAO was the cause

Resolution Note:
SSAO was expected to be enabled on the Balanced settings for URP Template. We submitted a few optimisations to SSAO as well in the meantime.
