SRP Batch is not working for ShadowPass drawcalls when using AlphaClip
Reproduction steps:
1. Open the attached project “SRP_Batch_Repro“
2. Open “Assets/Scenes/TestScene.unity“ Scene
3. Open Frame Debugger and click Enable
4. Open “HDRenderPipeline:Render Main Camera > ExecuteRenderGraph > RenderShadowMaps > Shadows.DrawSRPBatcher“
5. Observe 4 SRP Batches
Expected result: Only one SRP Batch should be listed.
Actual result: 4 SRP Batches are listed.
Reproducible with: 2021.2.0a4, 2021.3.19f1
Not reproducible in: 2020.3.45f1, 2021.2.0a3, 2022.2.7f1, 2023.1.0b4, 2023.2.0a3
Reproducible on: macOS 13.2 (Intel)
