SpeedTree trees remain static with WindZone when Vulkan or OpenGLES3 is used
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Open Player settings (Edit > Project Settings > Player)
4. Set Vulkan or OpenGLES3 as a first option in Graphics API for Windows
5. Restart editor when prompted
6. Enter the Play Mode
Expected result: Wind animation is rendered
Actual result: Wind animation is not present
Reproducible with: 2023.3.0b8, 6000.0.68f1, 6000.3.10f1, 6000.4.0b11, 6000.5.0a7
Not reproducible with: 2023.3.0b7

WebGL
Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
