Some shaders cause fog to change depending on angle that camera has
Steps to reproduce:
1. Open attached project "827546.zip"
2. Open scene and rotate camera
3. Notice that fog changes depending on camera angle
Note: not reproducible with standard shader

Not reproducible: 5.3.6p4, 5.4.0p4
