Some Assets are imported twice when importing for first time (No Library / AssetDatabase) with CacheServer
How to reproduce:
1. Make sure CacheServer in Edit -> Preferences... -> Cache Server -> Cache Server Mode is set to Local
2. Delete Library folder located in the extracted project directory
3. Open attached project "TestHashProject2019.2.0a12.zip"
4. Observe Console window
Expected result: every file is hashed/imported once
Actual result: MyAudio.wav and MyTexture.png is hashed/imported 2 times which results in a full reimport and upload to the cache server
Reproducible with: 2017.4.26f1, 2018.3.14f1, 2019.1.0f2, 2019.2.0a13
Not reproduced with: 2019.3.0a1
