Slider handle appears in Video Preview when transcoding with low bitrate mode and low spatial quality
To reproduce:
1. Transcode attached video with low bitrate mode and low spatial quality selected
2. Check the video preview
Actual: Slider handle appears
Expected: Slider shouldn't appear
Reproducible: 2017.01b6, 5.6.0p3
