Resolution Note:
We use a slightly different timestep in Edit Mode vs Play Mode for previewing vs. simulating particle systems. honestly I've no idea why we do this, but for some reason it's hard to change (it breaks some other things) and we want to keep risky changes to a minimum for the Particle System, as it's mostly just getting bugfixes now. Sorry for the bad news, but we've decided not to fix this bug. we do appreciate the report though!
