[Shuriken] Nested subemitter does not emit particles with low emission rate
Steps to reproduce:
1. Download and import attached project.
2. Open scene: test_scene
3. Press play.
4. Select the most childed sub-emitter of the particle system (yellow subemitter).
5. Change its emission rate between 5 and 15.
Expected result: With 8 you see less yellow particles, with 15 you see more yellow particles.
Actual result: When emission rate is low (1-10), particles do not emit at all.
