[Shuriken] Fixed TimeStep affects Particle Simulation in Edit Mode differently to Play Mode
To reproduce:
1. Open attached project
2. Open the scene Untitled.unity
3. Change Fixed TimeStep to 1.0
4. Simulate particles in editor (emission looks incorrect)
5. Play the scene (emission looks different to in editor)
Reproducible: 5.5.0a6, 5.4.0p2, 5.3.6p3, 5.0.1f1
