[Shuriken] Changing Fixed Timestep in the TimeManager affects Particle Systems simulation in the editor
Steps to reproduce:
1. Download and import attached project.
2. Open scene: Examples
3. Select particle system in Hierarchy and simulate.
4. Inspect particles.
5. Press play
6. Inspect particles
Expected result: Particles should look the same in both Editor and Player.
Actual result: In editor particles refresh according to Timestep, in player and Build it is not affected.
