"Shortcuts conflict" warning pops up when the shortcuts are different ("Shift + Mouse 2" and "Mouse 2")
Reproduction steps:
1. Create a new project
2. Click Edit > Shortcuts…
3. In the Shortcuts window, select “Scene View” category
4. Change shortcut for the “Pan 1” command to “Shift + Mouse 2”
5. Reassign the shortcut from “Focus” command, if prompted
6. Change shortcut for the “Orbit” command to “Mouse 2”
7. Close or minimize the Shortcuts Window and test the shortcuts in the Scene View
Expected results: Orbiting in the Scene View works with the Middle Mouse Button, and panning only when holding together the “Shift” key
Actual results: “Shortcut conflict” window pops up, saying “Mouse 2 conflicts with multiple commands”, while the multiple commands are “Pan 1” and “Orbit” which have different shortcuts
Reproduced with: 2022.2.6f1, 2022.3.54f1, 6000.0.31f1, 6000.1.0a8
Not reproduced with: 2022.2.5f1
Couldn’t test with: 2021.3.47f1 (These shortcut commands are not available)
Reproduced on: Windows 11
Not reproduced on: no other environment tested
