[Shortcut Manager] Shift + Space maximizing shortcut only works on the focuses window
Steps to reproduce:
1. Create a new project
2. Focus any Editor window
3. Mouse over any other Editor window
4. Press shift+space to use Maximize shortcut
Expected result: window that mouse is over is maximized
Actual result: focused window is maximized
Reproduced on 2018.2.0a6, 2018.2.0b6, 2018.3.0a1
Not reproduced on 2018.1.4f1 2018.2.0a5
