[ShaderGraph] Shadergraph's Blackboard is missing and cannot be opened when editing any Shader
To reproduce:
1. Open any project with ShaderGraph 5.x.x
2. In Project window, create any type of shader graph
3. Double click to open ShaderGraph window
Expected: ShaderGraph is opened along with it's Blackboard and Main Preview
Actual: Blackboard is missing and cannot be opened in any way
Reproduced in: 2019.1.0a15, 2019.2.0a2
Note1: issue seems to be from package side, rather than editor's
Note2: Blackboard toggle button does not have any effect
