Canvas image not rendered with ShaderGraph shader for OpenGLES3
How to reproduce:
1. Open the attached project ("case_1183323-SpriteUnliteMasterTest.zip")
2. Open the repro scene ("Main Scene")
3. Switch targeted platform to WebGL
4. Enter Play Mode and notice that both images are rendered
5. Exit Play Mode
6. Make a WebGL build and run it
Expected results: Both images are rendered
Actual results: Image which uses ShaderGraph shader is not rendered
Reproducible with: 2019.2.7f2, 2019.3.0b5, 2020.1.0a6
Couldn't test with 2017.4, 2018.4 (missing Package Manager and errors after downgrading)

This is still happening on 2019.4.7f1 and 2020.1.3f1 (urp/shader graph 8.2.0)
