ShaderGraph reference to HLSL file is lost after moving it to a different folder
Reproduction steps:
1. Open the attached "case_1301915.zip" project
2. In the Project window, move the Shaders folder into the Test folder
3. Open Test/Shaders/URP/FAE_TreeBranch ShaderGraph
4. Right-click on the background, select Create Node/GlobalTreeWindMotion
5. Observe the Node and Console window
Expected result: Node is created
Actual result: Shader error appears
Reproducible with: 7.5.2 - 11.0.0 (2019.4.18f1, 2020.2.2f1, 2021.1.0b2)
Could not test with: 2018.4.30f1(could not downgrade)
