Shader is not recompiled after making changes during Play Mode
How to reproduce:
1. Open the user's attached "ShaderComp.zip" project
2. Open the "SampleScene" Scene
3. Enter Play Mode
4. Open the "SomeShader" Shader
5. Change the _MainTex property in the Shader to "black"
6. Go back into the Editor
7. Observe the Cube color in the Game view
Expected result: Shader was recompiled and the Cube's color was updated to black
Actual result: Shader was not recompiled and the Cube's color stays white
Reproducible with: 2019.1.0a13, 2019.4.24f1, 2020.3.7f1, 2021.1.0a7
Not reproducible with: 2018.4.34f1, 2019.1.0a12, 2021.1.0a8, 2021.1.5f1, 2021.2.0a15
