[ShaderGraph] Tangent Vector Node has 3 Outputs even though it's a Vector4
Steps to reproduce:
1. Create a new Unity Project using Lightweight RP (Preview) Template
2. Create a new PBR Graph Shader
3. Double click this Shader to open it in Shader Graph
4. Create a Tangent Vector Node
Expected Result: Tangent Vector Node has 4 Outputs
Actual Result: Tangent Vector Node has 3 Outputs
Reproducible with: 2018.2.19f1, 2018.3.0f1, 2019.1.0a11

Resolution Note:
In 5.8+ you can use the CustomFunctionNode to gather whatever data you want as a Vec4.
