[Settings] Focus highlight is out of sync with focused dropdown
Steps to reproduce:
- Open any project.
- Open Preferences menu.
- In General, or any page with multiple dropdowns, start clicking through the dropdowns.
Actual results: The blue highlight is always on the open dropdown.
Expected results: The highlight takes two interactions to appear, and selects the previously open dropdown rather than the currently open dropdown.
Reproducible with versions: 6000.0.7f1, 2022.3.33f1, 2021.3.39f1
