Setting time property in Unity Video Player produces Audio desync
Steps to reproduce:
1. Open attached project
2. Go into play mode
-Easily noticeable audio desync is present, audio is late by <0.5s
Actual result: There is a slight delay between video and audio when setting time property for a value that is bigger than 0
Expected result: No desync between video and audio
Reproduced on: 2018.3.4f1, 2018.3.8f1, 2019.1.0b5, 2019.2.0a7
