Setting Camera.targetTexture = null increases camerastack stackcount
Reproduction steps:
1. Open attached project "CameraStack.zip" and scene "SampleScene"
2. Enter Play Mode
3. In Frame Debugger window, Enable and observe number of 'Camera.ImageEffects' events
Expected result: One 'Camera.ImageEffects' event
Actual result: Two 'Camera.ImageEffects' events
Reproducible with: 2018.4.30f1, 2019.4.18f1, 2020.2.2f1, 2021.1.0b2, 2021.2.0a1
