SetTextureOffset does not work when using it with an UI image
Reproduction steps:
1. Open the user's attached "New Unity Project" project
2. Open Assets/Scene/SampleScene
3. Enter Play Mode
4. Observe the Game View
Expected result: The cube and the square move
Actual result: The cube and the square stay still
Reproduces on: 2019.4.12f1, 2019.4.15f1, 2020.1.14f1, 2020.2.0b11, 2021.1.0a6
Not reproducible: 2018.4.28f1, 2019.4.11f1
Note:
- Might be the same issue as case722133, this issue was fixed in 2018.1
