Selectable has N^2 performance for deactivation
How to reproduce:
1. Open user-submitted project
2. Open scene "uiperformance.unity"
3. Open UI profiler
3. Play scene
4. Disable "Canvas - Screen Space"
4. Enable "Canvas - Screen Space"
Expected result: Unity enables and disables canvas instantly
Actual result: Unity freezes for around 100 - 300 ms when enabling and disabling canvas
Reproducible with: 2017.4.5f1, 2018.1.3f1, 2018.2.0b7
Could not test with: 2017.1, 2017.2 (Missing assemblies and general compatibility problems)
