See all versions button is missing in the Package manager
1. Create a new project;
2. Open Package manager window;
3. Set package manager to show "All packages";
4. Expand any package in your project that has more than 1 version (in my example it's Lightweight RP) to see all available versions.
Expected result: there is a "See all versions" button;
Actual result: "See all versions" button is missing, you can only see the package version you are currently on and the latest version.

Resolution Note:
In the manifest.json (in Data\Resources\PackageManager\Editor) You'll see there's a minimum version. We explicitly avoid showing versions before that one.
