Scroll View position goes to bottom when changing localScale of parent Panel
How to reproduce:
1. Open the user's attached project
2. Open scene Scenes/SampleScene
3. Press the Play button and go to the Game view
4. Observe the position of the Scroll View scrollbar
5. Click the button "Hide", then "Show"
6. Observe the position of the Scroll View scrollbar again
Expected result: the scrollbar is positioned at the top of the Scroll View
Actual result: the scrollbar is positioned at the bottom of the Scroll View
Reproducible with: 2019.4.34f1, 2020.3.25f1, 2021.2.6f1, 2022.1.0b2

This issue is very relevant to developers who want to use scaling to manage their game UI. For instance, 'scale in' a window that displays a high score list or list of shop items. Scaling is a very commonly used technique for UI management, but this issue makes the use of the Scroll View component in such situations unusable.

Due to the severity of the issue we have determined this bug wont be fixed in any sort of reasonable time so we are closing as wont fix.
