No
Scripts can have names starting with a number
To reproduce:
1) Create a new project
2) Right-click in project and create a C# Script
3) Name it with a number at the start of the name (e.g. "1foo.cs")
Expected: Name reverts back to old name or underscore is appended, because otherwise it would create incorrect C# script (class name must start with a letter or underscore)
Actual: File is created and you get compiler errors for unexpected identifier
Reproduced in 2017.4.0f1, 2019.2.0a1
