Scriptable Singelton causes an exception when the file is stored with the .asset extension
How to reproduce:
1. Open the attached project "ScriptableSingeltonMinimalExample.zip"
2. Open TestWindow>TestWindow
3. Right mouse click in the Project window
4. Click "Refresh"
Expected results: No errors are thrown in the Console window
Actual results: "ScriptableSingleton already exists. Did you query the singleton in a constructor?" is thrown
Reproducible with: 2021.3.31f1, 2022.3.12f1, 2023.1.18f1, 2023.2.0b15, 2023.3.0a11
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
