Script is created in Assets root folder when creating a new C# script via shortcut in Packages subfolder
Reproduction steps:
1. Open the user's attached project
2. Go to Edit > Shortcuts > bind a shortcut for "Main Menu/Assets/Create/C# Script"
3. In the Project window locate the Commons Helper package folder: Packages > Commons Helper
4. Use the bind to create a C# script
Expected result: A C# script is created in the Packages folder
Actual result: C# script is created in Assets folder with a lengthy name "Packages_<...>_NewBehaviourScript1.cs"
Reproducible with: 2019.4.35f1, 2020.3.29f1, 2021.2.12f1
Not reproducible with: 2022.1.0a1, 2022.1.0b8, 2022.2.0a7
Notes:
The issue is not reproducible when creating scripts by Right-clicking > Create > C# Script
