Scene view navigation controls are non-responsive when Exceptions are being thrown in an EditorWindow script
Reproduction steps:
1. Open the attached “BugRepro” project
2. In the Scene view, navigate using Flythrough mode (click and hold the right mouse button and press W, A, S, or D keys)
3. Center the view on a GameObject
4. Use the Scene Gizmo
Expected result: The navigation controls work
Actual result: The navigation controls are non-responsive
Reproducible with: 2021.3.34f1, 2022.3.17f1, 2023.2.4f1, 2023.3.0b1
Reproducible on: Windows 11
Not reproducible on: No other environment tested

Resolution Note:
When an exception is thrown during an EditorApplication.update callback, it is by design that execution stops. The editor update should not handle arbitrary user exceptions.
