URP package does not provide the base project creation scene as a Scene Template
How to reproduce:
1. Create a new URP project
2. Click File > New Scene
3. Observe the available scene Templates
Expected result: There is a URP scene template available
Actual result: There is no URP scene template available
Reproducible with: 10.4.0 (2020.3.7f1), 11.0.0 (2021.1.6f1), 12.0.0 (2021.2.0a16)
Could not test with: 2018.4.34f1, 2019.4.25f1 (scene templates not available)

I wonder if this is due to upgrading a project from built-in to URP. I have the same issue using a project that was migrated from built-in to URP.
