Rotation tool does not work when selected GameObject is far away
How to reproduce:
1. Create a new project
2. In the Hierarchy window, select a GameObject
3. Open "Scene" view and zoom out a long distance
4. Select the rotation tool
5. Rotate the selected GameObject
Expected outcome: The selected GameObject is rotated
Actual outcome: The selected GameObject is not rotated
Reproducible with: 2021.3.30f1, 2022.3.10f1, 2023.1.13f1, 2023.2.0b10, 2023.3.0a5
Reproduced on: macOS Ventura 13.4
