RetryCount is not working when sending HTTP requests
Reproduction steps:
1. Open the attached project "TestRetry"
2. Build Addressables
3. Enter Play mode and wait a few seconds
Expected result: a sphere appears
Actual result: nothing appears
Reproducible with: 1.21.12 (2021.3.27f1, 2022.3.3f1, 2023.1.2f1, 2023.2.0a21)
Not reproducible with: 1.21.10 (2021.3.27f1, 2022.3.3f1)
Note: not reproducible when downgrading to 1.21.10, clearing build cache, then repeating the repro steps
