Resources are exported to build despite that they are not used in scenes at all
Steps to reproduce:
1. Open attached project
2. Open "Main" scene
-- Notice that this scene is empty/default
3. Build this scene
4. Check build size
5. Delete noise.png from Assets>Editor>Resources folder
6. Build this scene again
7. Check build size
Results: resources are exported even though they are not used in scenes at all.
