ResourceLocator.AllLocations returns duplicate ResourceLocations when binary catalog is used
Reproduction steps:
1. Open the attached project "TestBinaryCatalog7"
2. Clear Addressables Build cache
3. Build Addressables
4. Enter Play mode
Expected result: “There are 512 locations in the catalog.” is logged in the Console
Actual result: There are 513 locations in the catalog.” is logged in the Console
Reproducible with: 1.21.3 (2021.3.28f1), 1.21.14 (2021.3.28f1, 2022.3.4f1, 2023.1.2f1, 2023.2.0a22)
Could not test with: 1.19.19, 1.20.5 ('IResourceLocator' does not contain a definition for 'AllLocations’)
Reproducible on: macOS 13.4.1 (Intel), Windows 10 (user’s)
Note: In the project folder "locations.txt" file has two "Assets/Text/1 99.txt" entries
