Reorderable ListView inside a ScrollView has a glitchy behavior when trying to reorder items
Reproduction steps:
1. Open the attached “IN-96527.zip” project
2. Open the “Sample” Scene
3. Enter the Play mode
4. Drag the reorderable items from bottom to top
5. Observe the List View
6. Repeat 4th step a few more times
Expected result: The items get reordered
Actual result: The ListView is scrolled to the bottom and list items get glitched out/end up in weird positions after reordering
Reproducible with: 2022.3.59f1, 6000.0.41f1, 6000.1.0b10, 6000.2.0a6
Reproducible on: Windows 11
Not reproducible on: No other environment tested
