[Renderer] Dragging around the scene view while the game view is open produces shadow glitches
Repro steps:
- Open the 09_Collisions scene from the FTP project
- Enter play mode
- With the Scene and Game view side-by-side, drag the mouse to select/deselect objects in the Scene view
- Observe the glitches in the game video

Notes:
- Regression in 18.3, only becomes apparent after the graphics glitch fix landed to staging https://fogbugz.unity3d.com/f/cases/1092374/
- Appears in 19.1 as well, similarly, only apparent after the graphics glitch fix landed
