Render Pipeline Converter "Scan" button is available when no Converters are selected
How to reproduce:
1. Create a new URP Unity project
2. Go to Window -> Rendering -> Render Pipeline Converter
3. Observe the "Scan" button
Expected results: The "Scan" button is inactive because no Converters are selected
Actual results: The "Scan" button is active and can be pressed with no effect
Reproducible with: 6000.4.0a4, 6000.5.0a1
Can't test with: 6000.0.61f1, 6000.2.11f1, 6000.3.0b10 (No "Scan" button)
Reproducible on: macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
