ReleaseAllScriptCaches error when trying to open Package Manager
Reproduction steps:
1. Open Editor
2. Attempt to open Package Manager window
3. Observe Console window
Expected result: No error
Actual result: "Object reference not set to an instance of an object" and "ReleaseAllScriptCaches" errors
Reproducible with: 2020.1.7f1, 2020.1.8f1
Could not test with: 2018.4.29f1, 2019.4.15f1, 2020.1.15f1, 2020.2.0b13, 2021.1.0a7 (issue does not reproduce locally)

Resolution Note:
The issue has been resolved in 2020.2 and 2021.1. As support for 2020.1 is ending, we have decided not to fix this issue.
By upgrading to 2020.2 LTS this issue can be resolved.
