[Regression] It is not possible to navigate (fly) in scene view using arrow keys
Steps to reproduce:
1. Create a new project
2. In scene view try pressing arrow keys to fly around
- Note: Holding Mouse 2 (right click) is not needed to fly (like with using WASD)
Expected behaviour: Scene camera flying around when pressing arrow keys
Actual behaviour: Camera doesn't move
Reproduced on: 2017.2.0a6, 2018.2.0b1
Not reproduced on: 2018.2.0a5 (cb62b984f033)
Regressed in: 2018.2.0a6 (9e4973676e75)
