[Regression] Enviroment lighting is broken in the 2017.4.27f1 version
How to reproduce:
1. Create a new project
2. Try to change the Skybox material or the Environment Lighting color
3. Observe that nothing changes and the scene stays at the default setting
Expected result: the scene receives changes without issues
Actual result: the scene isn't updated and no changes are made
Reproduced in: 2017.4.27f1
Not reproducible in: 2019.3.0a3, 2019.2.0b3, 2019.1.4f1, 2019.1.2f1, 2019.1.1f1, 2018.4.1f1, 2018.3.14f1, 2018.2.21f1, 2018.2.2f1, 2018.1.9f2, 2018.1.0f1, 2017.4.26f1
