RegisterValueChangeCallback is not called when changing the PropertyField value
Reproduction steps:
1. Open the attached project “CallBackBug“
2. Open the Project Settings (Edit > Project Settings)
3. Go to the “SingletonRegisterIssue” tab
4. Modify the “Export Destination” property
Expected result: The changes are logged in the Console Window
Actual result: The RegisterValueChangeCallback does not register any changes
Reproducible with: 2020.3.46f1, 2021.3.21f1, 2022.2.12f1, 2023.1.0b9, 2023.2.0a6
