Rect position is not allowed to be bigger than the view area when using BeginScrollView
Reproduction Steps:
1. Import attached project.
2. In Menu, select "Bug" -> "Reproduce".
3. In the Bug tab, hold Ctrl and use the mouse wheel to scroll within the tab.
Expected result: The BeginScrollView Rect position can be bigger than the view area. (GIF attached)
Actual result: Rect position is not allowed to be bigger than the view area when using BeginScrollView. (GIF attached)
Reproducible with: 5.6.1p2, 2017.1.0b9, 2017.2.0a3
Not reproducible with: 2017.1.0b6
Regression introduced in: 2017.1.0b7

If it is by design, then how can I scale the content in the scroll view without affecting the clipping.
