Unity 2018.3.x and the bug still exists.
Workaround: use [Range(0, int.MaxValue - 64)]

So doing further tests, the maximum number which can be used in a range before the behaviour happens is 2147483583, which I think is not fortuitous as 2147483647 - 2147483583 = 64 = 2^6

I was becoming crazy with this! Thankfully I found this bug report.
The issue is still there in Unity 2017.3, I honestly don't know how to fix it (in , even trying a max range using UInt32 gives a negative range.
