Reproduction steps:
1. Create a new project that has Tutorial Framework package (e.g. AR Mobile, Mixed Reality template project)
2. Click on Quick Start Guide link in Welcome Dialog window and observe

Actual result: Nothing happens
Expected result: AR Mobile Template Quick Start Guide documentation page opens

Not reproducible with:  3.1.3 (2021.3.57f1), 5.0.2 (2022.3.68f1, 6000.0.60f1, 6000.2.8f1, 6000.3.0b5)
