Quality Settings are set to Very Low after restarting Editor when Vuforia Augmented Reality is enabled
To reproduce:
1. Create a new project
2. Notice that Quality settings are set: Standalone is on Ultra, Android on Medium
3. Go to Player settings and enable Vuforia Augmented Reality
4. Press Play > Stop and close Unity
5. Restart Unity and go to Quality settings
6. Notice that Quality is set to Very Low
Actual result: The Quality settings are set to very low
Expected result: The Quality Settings should stay the same as they were before restarting Unity editor

Not reproduced in: 2017.4.21f1; 2018.2.14f1
