Project creation fails when targeting near-root directories
How to reproduce:
1. Open Unity Hub
2. Click “New Project”
3. Set the project location to a near-root directory (e.g., /opt)
4. Click “Create”
5. Observe the result
Actual result: Project creation fails in near-root directories (Displaying a permission error message)
Expected result: Project is successfully created at the specified near-root directory (e.g., /opt/Project)
Reproducible with: 3.16.3
Reproduced on: macOS (26.3)
Not reproduced on: No other environments tested
