PreviewRenderUtility Camera's aspect not adjusted when Editor window width is resized
To reproduce:
1. Open attached project
2. Click on the "LoadingPatternRepository" Scriptable object Asset in root Assets folder
3. Press the "Edit Repository" button
4. Resize the window's height and notice how the pattern and Handles become smaller (when the height is reduced) or larger (when the height is increased)
5. Resize the window's width and notice the pattern and Handles do not change size, and as a result the Handles become misaligned
Reproducible with: 2018.3.8f1, 2019.1.0b6, 2019.2.0a7
Not reproducible with: 2017.4.22f1 due to 3rd reproduction step not being available
Actual results: resizing width makes the pattern misaligned
Expected results: resizing width should change the pattern size
